From a well know racing family, Joe was nine years of age when he began riding in pony races and he rode 60 winners on the circuit before signing up as an apprentice to former trainer Charlie Swan.

He rode his first winner on the Denis Hogan-trained Inis Meain at Leopardstown in July 2012 and notched up four winners at home before moving to Britain the following summer where he became one of the leading apprentices, riding primarily for John Quinn and Kevin Ryan. 

Joe's weight became an issue and he gave up his licence in late 2017 only to began riding on the track again in the summer of 2019 having renewed his association with Denis Hogan. He enjoyed notable success at the Galway Festival on the Hogan-trained Make A Challenge and the partnership went on to win three races at the Curragh, including the Listed Waterford Testimonial Stakes.
