From Hollyford, County Tipperary, Joey rode his first winner on the Denis Hogan-trained Eastern Racer at Dundalk on April 24, 2019. It was his fifth ride. Joey is apprenticed to Denis and began with the Cloughjordan trainer three months earlier. 

Joey began riding on the pony racing circuit when he was 12 years of age and rode over 50 pony winners. In the early days of his career, he rode out with local trainer Stephen Ryan and spent a summer with David Wachman before working with Aidan O'Brien for three years.

He rode his first Group race winner on the Tony Mullins-trained Princess Zoe in the Group 1 Qatar Prix du Cadran at Longchamp on Arc weekend in October, 2020. It was also a first Group 1 success for Mullins. 

Before Longchamp, Joey's biggest winner had come when he enjoyed a runaway success on the Willie Mullins-trained Royal Illusion in the Tote Irish Cesarewitch at the Curragh in September, 2019. Mullins had won the English Cesarewitch at Newmarket with Stratum just the day before. He also partnered the sprinter Sceptical to win the Listed Woodlands Stakes at Naas on June 8, 2020, his first winner at that level.
